The Fredericksburg Area Metropolitan Planning Organization (FAMPO) undertakes regional transportation planning activities in the area encompassing Stafford and Spotsylvania Counties, and the City of Fredericksburg. The Rappahannock Area Development Commission (RADCO) is the designated staff for FAMPO. Based upon the 1990 Census, the Fredericksburg, VA area was designated an urbanized area (population greater than 50,000). To continue receiving federal funds for transportation improvements, federal law requires all urbanized areas in the United States to conduct the "3-C" (continuing, comprehensive and cooperative) transportation planning process. In response to the Census designation, a "Memorandum of Understanding" was signed in November 1992 between the Commonwealth of Virginia, the three jurisdictions, and the Potomac and Rappahannock Transportation Commission (PRTC) to create FAMPO, which is the body responsible for ensuring that the 3-C planning process takes place. RADCO staff also undertakes transportation planning activities in Caroline and King George Counties through the RADCO Rural Transportation Planning Assistance Program.
